In this context “Wishes” expresses
a present wish about something in the past (“ had done”)
Wish in the Past or Past Wishes.
Two examples are given to you.

3. Mary whishes she had invited his uncle to the party.
4. Henry didn’t do his work. Now his boss is angry.

The use of I whish I had done expresses a situation which
is different from what happened in tha past. Look at these sentences
comparing the two forms:
Example:

I wish I had know
his name = If I had known his name, I would have said hello.
2.
I wish I had thought
of that idea = If had thought of that idea, I would be rich!
3.
I wish I had bought
Sarah a present. = If I bought Sarah a present, I wouldn’t have been
embarrassed.
